I can look into why the write-attribute does not work for the level, but I thought it was
working when I tested.
We can't delete the change-log-level as it's already been published. We're not
supposed to delete any operations that have been published. Though the operations that
have been published in the logging subsystem should have a corresponding write-attribute
handler.

James, is there any reason why we need the change-log-level operation? I've noticed
that write-attribute(name="level", value="FINE") doesn't work.
For consistency, can we fix this?
Also, it makes the console more difficult to deal with it because console wants to use
write-attribute generically for attribute changes.
