Nothing serious, just my guess why the context.resolveExpressions() method did not help.
AFAIK, a DMR node should be of type EXPRESSION in order to allow expression substitution.

Mmm, no ideas actually.
I just took a look at the JCA subsystem, for example, and the code there seemed to be a
bit different than in XTS, i.e. differently structured. It uses a
SimpleAttributeDefinition class from org.jboss.as.controller package which has methods
with parameters like 'boolean allowExpression'. Maybe this could help.

It's looking like this needs fixing today (due for 7.1.1). Therefore I may need to opt
for the low risk approach of having the expression parsed using
context.resolveExpressions, etc.
However, this approach only seems to support values that are just expressions, for example
"${my.key}" works, but "${my.key}/something" doesn't. See the
following code that does the variable replacement:

From looking at the current server configs, the only place where a
string containing an expression is used is for the jboss.server.config.dir variable, which
I seem to remember is "special" and dealt with differently.

So one fix, could be to fix the RuntimeExpressionResolver#resolvePluggableExpression to

resolveExpresions works as it should even for expressions embeded inside lager string. for
instance web subsystem supports this for setting certificates for ssl configuration
also there are other cases where this works as it should.
