In future, yes, we'll only rebuild what's actually changed. The excessive respinning was caused by my experimenting w/ having Jenkins watch GitHub [1] for changes instead of the usual SVN watching. It should have worked great, but the GitHub pages change too frequently as they use relative time markers for changes. So checking every 8 hours means a "5 mins ago" change becomes an "8hrs ago" change and while it's the same commit, Jenkins sees it as cause for a respin because the page content changed.
