[jbosstools-dev] Target Platform 4.31.0.Final has been released

|JBoss Tools Target Platform 4.31.5.Final has been released. Changes ======= * Nothing! (compared to 4.30.Alpha2). The only change is a rename to "Final". Usage ===== 4.31.0.Final is what JBDS 7.0.1 will use. All jobs in jenkins for branch jbosstools-4.1.0.x/JBDS 7.0.1 (namely the devstudio.product_70 job) have been updated to use TP 4.31.0.Final.
