Ramesh Reddy resolved TEIID-1264.

Resolution: Done
Merged changes from John Casey, that moved the building of the assemblies into
"build" project. When "maven packege" is executed then the all the
teiid assemblies are created. The assemblies will from now will also available in the
maven repository.
Make "build" project manage all the responsibility of the
assemblies
