Metadata caching can be controlled via the cache-metadata property

And the reload via the admin function restartVDB that specifies which models should have
metadata refreshed.

When using a dynamic vdb, the metadata is reloaded on each server restart. Add an
option such that the metadata isn't refreshed until triggered
