At this point I'd be open to starting a 9.2.x branch and pulling this in, or we can
wait about 2 weeks and pull it into master once it becomes 9.2.

Fix For: 9.1
Schemas are currently static after load. Modifications can only happen with restarts or
new versions. We should allow add/drop at runtime.
