modified the abstractworkitem and surrounding logic to use the calling thread if a flag is
set in the workcontext. local connections - except for odbc - will then use their calling
threads to perform work.
Local connections should use calling thread

locsl connections block on jdbc operations, but mostly do not use the calling thread in
the engine.
