I'm going to shelve this for now. Users may be using searchability metadata, even for
complex expressions, to inhibit pushdown. If there is a support/community need for
alternative behavior we can reopen this issue whenever a compatibility breaking change is
appropriate.

Since searchability metadata is element based our check for (CapabilitiesUtil) gathers
all elements in the expression - regardless of the type of the whole expression. This may
be quite difficult to make this change in the existing metadata framework.
