the vdb.xml should not be used to determine the version. The versioning feature has been
defined as "the deployer chooses the version" there is no expectation that the
version inside the vdb will be updated.
"Derive" is probably the wrong description of what you're doing. What
you're talking about is letting the user set the version for deployment to eliminate
the need for an explicit file rename prior to deployment.

Need to add a configuration to the file based deployment of vdbs that contains version.
From this the vdb file name should be derived. For example, if I deploy a vdb called
MyVDB.vdb with a version of 3, the derived file name would be MyVDB.3.vdb.
