Adding the plan to the RequestMetadata object is a simple option, but these plans can be
rather heavy-weight objects - compared to the rest of the RequestMetadata. This would
significantly increase the serialization and construction costs for the various calls
returning requests. It seems better to add a separate DQPManagement method. Any
thoughts?

Processor plans should be available for in-flight queries via the admin api. Also
processing plans should be logged in the command log probably at a finer level of detail.
