updated the docs and release notes for the features added, this includes:
parallization of dependent queries
splitting of in predicates
cost based back off of a dependent join
broke off remaining issues that deal predominately with larger joins as sub-tasks.

We should add back the ability for the user to set the max in size on all translators and
also determine a cutoff value for cost based dependent joins after which the dependent
join will not be performed if the independent side has too many distinct values.
