this has to do with initializing the xmlconfigurationmgr before the messagebus is
available. will address with the other configuration changes.

ConfigurationChangeEvent is thrown by XMLConfigurationMgr code, however with sequence of
initialization of this class, the MessageBus is set to NoOpMessageBus, thus no
ConfigurationChangeEvents flow through the system.
ResourceFinder should not return a NoOpMessage
