I've added the the initial commits for this. The only refinement that I can think of
is to perhaps change the determinism of the sys_prop/env_var functions to something less
than deterministic - which is what env is currently set to.

the ENV() function, contrary to what its name suggests, doesn't look for environment
variables but looks for system properties instead.
