Added restrictions in the parser for length 0 and char length greater than 1. This along
with TEIID-5111 ensure there is no ambiguity in dealing with the 0 default length from
designer.

Related to TEIID-5111 the parser and other logic should ensure that length of 0 is not
allowed in ddl as a length value.
