Teiid and Designer needs a mechanism, where child VDB can be merged into parent VDB.

The merge VDB settings are not persistent across server re-starts. This will be handled in
later versions.

Resolution: Done
Added a "admin" method called "mergeVDB (srcVDB, srcVersion, targetVDB,
targetversion)"
The above method will merge source VDB metadata into target VDB. The user can connect to
the target VDB and issue queries as if both VDBs are one. If the user is already connected
to the target VDB, they need to disconnect then connect again to see the merge VDB
effect.
If the "source" vdb is deleted after the merge, then the merged VDB will go back
to the previous copy of the metadata. (after the re-connect)
