I would expect the ORDER BY to be pushed down to the DB2 translator since order is
irrelevant to the subselect.
Interestingly, if I change the WHERE clause in the subselect to compare against a constant
string, the ORDER BY *is* pushed down.

SECURITY comes from the DB2 translator
notes comes from a programmatic translator which does not support ORDER BY
