The first is that the proposed usage in the product JIRA is for TOAD integration - without also providing a TOAD plug-in to provide similar authentication functionality the feature would not be usable there. The second is that you can basically achieve the same functionality with usage of the a custom security domain and the SET SESSION AUTHORIZATION feature.
