It looks like we have several issues with JBossLifeCycleListener possibly due to EAP changes. The core problem is that RestEasyEnabler cannot call to remove the auto generated war during shutdown/reload - this results in the stability monitor hang. We are passing around a reload flag - which is actually taken from JBossLifeCycleListener.isBootInProgress. However the value doesn't seem to correlate to expectations, which is why we won't see the war being deployed on the initial startup, but it will after some number of reloads. It looks like all of the passing of the flag could be removed as the only consumers of this already have references to the life cycle listener.
