between is defined in the spec as equivalent to AND criteria, so that is how we treat it.
Also this helps with pushdown in situations where one of the bounds cannot be pushed down.
This has been the handling all the way back into the 5.x days.
case is also considered degenerate to searched case as the latter is more explicitly about
null handling.
In both of these circumstances we have not had a compelling need to push-down only the
prior form, thus the removal of the capabilities.
