Resolution: Done
the major fix was to remove substring index record strings from the metadata.
the rest of the changes were targeted at using canonical strings for metadata entries and
to begin the process of refining the "fullname" concept. fullnames currently
are not sql safe and cause us to have resolving hacks around the . char.
