We use classloading to get the resources. So you can just add a directory tree that
matches that in the TCK, add your web.xml there, and ensure it comes first on the
classpath.

The 1.0.0 TCK doesn't support EEJB. Read below for why ;-)
We decided that as there was no EEJB 3.1 TCK produced by Sun, requiring 299 impl's to
pass the TCK on EEJB wasn't sensible. And for this reason we decided not to put effort
into an EEJB mode for the deadline for the TCK.
But, this is a target for the 1.1 release of the TCK (which you aren't required to
pass to be 299 compliant, but we strongly advise you to use):
