One way around this would be to give potential BV 1.0 style message parameter
interpolation precedence over EL message expressions. In the case of
'${amount}' first an attempt must be made to interpolate '{amount}',
before interpolating '${amount}' as an EL expression. With this precedence rule
${amount}
would become e.g. $10 before EL evaluation would kick in.
