As an example, if a message is delivered and being prepared/committed at a node being shut
down, failover happens and this message may be failed over before the tx removes the ref.
Thus the message may be delivered again.
In failover on node leave mode, it needs to make sure when failover
happens, no more messaging operations are active at the node being shutdown
