If you go trough API or CLI this is IMO expected behavior as you have to manually call
start server operation after adding it.
The bug is only in admin console which should call start operation if auto-start is
checked, or even better add another checkbox named "start immediately" that
would start the server after adding it.

Creating new server configuration on slave node,
