The problem seems to be with any plugin that uses: @requiresDependencyResolution with
@aggregator
In the case of jboss rules, the javadoc plugin is causing the problem.

JBoss rules is having some problems when running install and site:site when there is an
empty repository.
A small multimodule project should be created to test this behavior.
