When I input ru-characters in the text area it has been puted into table in native
encoding (cp1251) - !!! not UTF-8. But pages are sends in UTF-8, and it damaged.

I have this issue with version 2.6.1.GA. All polish native chars are damaged after saving
form.

How do you store your content ? FileSystem or database ?
If so which database ? and is it configured properly for correct encoding ?

Yes, Im sure about this. When file with utf-8 charset is uploaded to CMS then all is fine.
But after editing page (firefox,msie, utf-8 page encoding) there all native characters are
damaged.

Resolution: Done
This issue has been resolved in an earlier task and I just now double checked it.
However, if you are running Portal on a Windows Box try the following:
-Dfile.encoding=UTF-8 as a JVM parameter to the application server
On Windows JVM the default encoding is not UTF-8. On Linux everything works just fine
out-of-the-box
