Resolution: Won't Fix
This is by design - the rules actually don't fire, but they "activate" - the
filtering is not to effect the results of the test, but to prevent any side effects of the
rule from occuring. It still records the fact that the rule *would have* fired (perhaps
can make this more obvious somehow).

I've got a test that fires two rules, but when I use the 'configuration'
section to allow only one particular rule to fire or prevent a rule to fire, both rules
fire, instead of only one.
