The 2 new props in MERGE2 are:
- merge_fast: if true, fast merging is enabled
- merge_fast_delay: number of ms after which a merge is triggered. This is to avoid
merging a sender which is already a member

In addition to periodically discovering subgroups, and then triggering the merge task, we
can also check whether the sender of an incoming message is a member in our current view.
If this is not the case, we can trigger the merge process.
The result is a faster merge process
