This seems to be happening intermittently when the CLI does not contain the servers
certificate in the local trust store.
The CLI does have a mechanism for accepting a servers certificate but this error is after
the first failed connection - subsequent connections don't report this after the
certificate is added.

The following error is being reported on the AS server but a connection is still being
established.
In this scenario there should be no client verification as the server does not have a
truststore defined and the client does not have a keystore.
