1) setRuntimeOnly() added to the SimpleOperationDefinitionBuilder build of their OperationDefinition. This will open these ops to the Operator role.
2) A permission check trigger added to the Stage.RUNTIME handling. This will result in actual permission enforcement.

Just an update, I fixed the 100% CPU problem in a local branch, but that broke a list of other tests. I've been going through each of those tests and fixing the side effects of the code changes. I will keep you posted.
