Resolution: Won't Fix
The facility is in Narayana, it doesn't really need to be set in WFLY unless it is
actively required to override it so marking as WONT fix as we can do this work when we
need to override it. Just make the call that you see in

Arjuna allows users to provide a checked action factory to provide user defined behavior
after an atomic action completes. Due to the fact that the factory is static a user cannot
reliably override the default no-op version.
