disable/enable operation would do exacly the same as undeploy and deploy do now.
undeploy firstly undeploy application and sets enabled to false
deploy does just oposite of this.
there is no need for additional operation

Currently we cannot enable / disable deployment trough cli.
admin console fakes it by undeploying and deploying with enabled=false flag.
