I verified that with Felix the bundles can be installed in any order. A bundle cannot be
started if a dependency is missing.
A bundle deployer can therefore not easily start a bundle, because it does not know if all
dependencies can be resolved already.
Investigate bundle install/start behaviour with random deployment
order
