To reproduce, just put the EAR into the deploy dir. To debug, you will need the sources for weld-jboss-int - http://anonsvn.jboss.org/repos/jbossas/projects/weld-int/trunk/ - and you can break inside the constructor for JBossEJBDescriptorAdaptor. For now I will disable the test in CDI TCK with this issue as the reason
