What does "deploying a datasource" mean? Is this referring to deploying a JDBC
driver? Or adding a datasource via the CLI or some other UI?
I'm asking because we need to be clear about terms when communicating amongst
ourselves. "Deploying" something results in a <deployment ...> entry in
the configuration file.
In any case, it seems odd that a server reload would be required.

Deploying a datasource should trigger 'server reload is required' message and
require a server reload. It is necessary for example for the datasource to appear in the
JNDI naming list.
Editing an existing datasource triggers this, but creation does not.
