Realistically probably not going to be priority or 7.1.0 - will review with other deferred
issues post release.

The purpose of this is so that a host controller can be configured to delegate the
callback handling to the master domain controller - this effectively means that only the
master domain controller is used to authenticate the user and the indovidual hosts do not
need local realm configuration.
