It is user dependent - if I log in with an affected user from another machine, PE is also missing - and browser and OS and everything else independent. There is no way to restore the PE permanently. Also, this is no option to tell our users. Currently, this bug is a huge blocker for us since it renders the Workbench / Guvnor useless for our users.
