In a DeploymentUnitProcessor you need to look for CDI annotations in the CompositeIndex
(org.jboss.as.jaxrs.deployment.JaxrsAnnotationProcessor has a good example of how to do
this).
If CDI annotations are found but it does not have any beans.xml files then log a warning.
