I have set
maxThreads="50" minSpareThreads="5" maxSpareThreads="10"
strategy="ms"
in the HTTP/1.1 connector.
After making many parallel requests the connection pool in the /status page shows 50
threads in READY status which do not decay even when there is no traffic for several
minutes.
