this patch is more correct wrt to promptDelivery and credit flow control.
however, it still does not work with large messages at the moment.

Currently the server browser implementation is taking a snapshot of the queue and
browsing that. Instead we should implement an iterator on the queue which allows refs to
be added or removed from the ends without affecting it.
This is also necessary to allow failover for browsers which is very hard to implement
with the current snapshot approach
