This isn't a VFS issue.
I don't see why DeclaredStructure should be a in a privileged block.
If the caller doesn't haven't access to the deployment file then it shouldn't
be able to use the deployers.
DeclaredStructure as part of JBoss should have all privileges.

For the particular failures its the
org.jboss.deployers.plugins.structure.vfs.explicit.DeclaredStructure caller that needs to
wrap the vfs call in a priviledged block. Not all vfs calls to priviledged ops should be
wrapped in priviledged blocks.
