I hit the same problem. To make my application working I hacked jbossweb to pass this
parameter in JVM properties. Thanks god is opensourced. But it's definitely painful
for people outside of ISO-8859-1.

I need to set URIEncoding and useBodyEncodingForURI in jbossas7 but I
didn't find any way of doing it. The way it can be done in previous
versions can't be applied because server will not start up properly.
It would be great if you could configure connector like that:
<Connector name="http" protocol="HTTP/1.1"
socket-binding="http" scheme="http" URIEncoding="UTF-8"
useBodyEncodingForURI="true"/>
