Yeah, should have made that clearer; assumption is defaultInactive = true. TBH, having
region-based marshalling enabled and inactiveOnStartup=false doesn't really make
sense; only useful for a corner case where someone would instantiate a cache, register
some classloaders, and *then* start the cache (and even that might not work properly).
For 3.0 we might be better off getting rid of inactiveOnStartup as a config option.

Currently a cache loader preload only happens as part of cache start. It could be
supported as part of the activateRegion process; i.e. if one of the defined preload
regions in the cache loader config encapsulates the region being activated, preload the
region. If one of the defined preload regions names a subregion of the region being
activated, preload the subregion.
