It cannot be changed for 7.1 (code freeze) and IMO it should not changed beyond that. The
CLI works as expected and requires two operations or a single composite one. This is an
implicit requirement of the contract we have for the add operation and general usage of
sub resources.
Please also keep in mind that this no way different for other resources (work manager
configuration for resource adapters, security domains, etc). As the complexity grows you
need to switch to an alternate interface (i.e. console or the GUI for the CLI) or deal
with complexity by leveraging the features the CLI has (i.e. batch mode)

It seems that CLI xa-data-source add command does not allow to specify
xa-datasource-properties. As having non empty xa-tadasource-properties map is mandatory,
enabling such datasource fails:
