I'm not sure if this is a problem with the mockito jar itself being signed, or the
fact that the clustering package is split to multiple jars. I don't see why we need
to sign our test jars for productization, so maybe it's ok to leave mockito unsigned.

Package splitting is verbotten in AS 7, even if all the jars are meant to be used as a
unit.
This is probably the result of the split of the clustering module into multiple pieces.
