A better way to do this would be to just throw the exception. We want this to be a
"failed" operation type. It'll be useful to be able to alert off a scheduled
version of this.

Returning a composite value containing a Boolean and a String would be useful.
For example, when invoking a test operation it would be useful to get a String with the
specific failure message if the operation failed (please see JOPR-324).
