I went for the full <background-validation-millis/>
To avoid confusion (i.e. which one should be used) background-validation-minutes is no
longer supported.
I also removed the need for the redundant
<background-validation>true</background-validation>
any background-validation-millis > 0 will enable background validation.

Unlike the idle timeout, the background validation needs to be more finegrained.
