Resolution: Rejected
The package list for this is very large, including many packages that we probably
don't want to expose. I think the best approach is going to be adding missing
packages on a case by case basis; as such, for every case where something is missing a
separate JIRA (per request, not per package) should be opened listing the package(s)
missing.

David Lloyd has a patch which filled in all of the major sun.jdk paths into the System
Modules. This patch has never made it upstream. This needs to be brought into AS 7.1
CR1(see Rich Sharples). There is a Customer waiting for this.
