This is wrong for the Servlet environment (which will obvidously only consider
/WEB-INF/clases, as well as classes in JARs in /WEB-INF/lib), as Adrian says it is a bug
to include it. It is up to WS to handle it as a special case if the specs do require it
(this is quite surprising though).
